I tried everything, and apparently the best option was:

viewPort = new FillViewport(CAMERA_WIDTH,CAMERA_HEIGHT);

It's hard for me to say for sure, but it cuts off half a meter higher and lower.
while I dwell on this option, I think that only it will suit me, although it is strange that there is not exactly a tool for scaling for all types of screens
